What Is It
Parent Military Status field is identifies a new student subgroup required by the Every Student Succeeds Act (ESSA). It will be required beginning with the 2018-19 school year, as part of the BOY, EOY & MOY. It can be submitted optionally in the 2017-18 EOY & MOY submissions.With the new ESSA requirements, the DOE The field is used to identify how many students have one or more parents or legal guardians active in the military, as described below. It is a required reporting element of the BOY, MOY, and EOY Enrollment submissions as of the 2018-19 school year.
Why Do We Collect It
As part of federal ESSA requirements, the NHDOE is required to collect parent military status to be . This information is used when disaggregating accountability results – reporting how different groups of students perform performed on the state assessment (NH-SAS). The US DOE is implementing this requirement to ensure that students in military households are receiving an appropriate education. The US DOE wants to identify if the mobility of the family and the parent/guardian, these families and the military status of the parents/guardians results in academic challenges for students, and if so, what supports may be necessary and appropriate to ensure these students . Please know student are able to be successful in school.
Student level data is NOT shared with the US DOE. The state only sends summary assessment counts – for aggregate counts to the US DOE for federal reporting purposes. For example, if 35 students who have with a military parent /guardian, were proficient on the state assessment. Only , only the total number ‘35’ (35) is provided to the US DOE, not the specific students.

How Do We Collect It
Parent Military Status is collected via a field in the BOY, MOY, and EOY Enrollment submissions. This information is required for all students, not just new registrations. The information should be requested from parents/guardians at least once per year, and will be reported in all three enrollment submissions (BOY, MOY, and EOY Enrollment). The Parent Military Status field should indicate if the student met any of the accepted values at some point during the school year.

Definitions
Definition: The value should be set if any parent or legal guardian meets the definitions. The information should be requested from parents/guardians, at least one time per year. The field indicates if at some point during the year (per your school’s collection), the student met any of these status values.

(A) "Armed Forces" means the Army, Navy, Air Force, Marine Corps, and Coast Guard.
(B) "Active duty" means full-time duty in the active military service of the United States, including full-time training duty, annual training duty, and attendance, while in the active military service, at a school designated as a service school by law or by the Secretary of the military department concerned. Such term does not include full-time National Guard duty.
(C) "Full-time National Guard duty" means training or other duty, other than inactive duty, performed by a member of the Army National Guard of the United States or the Air National Guard of the United States in the member's status as a member of the National Guard of a State or territory, the Commonwealth of Puerto Rico, or the District of Columbia under section 316, 502, 503, 504, or 505 of title 32 for which the member is entitled to pay from the United States or for which the member has waived pay from the United States.
