What Is It
Parent Military Status identifies a student subgroup required by the Every Student Succeeds Act (ESSA). The field is used to identify how many students have one or more parents or legal guardians active in the military, as described below. It is a required reporting element of the BOY, MOY, and EOY Enrollment submissions as of the 2018-19 school year.
Why Do We Collect It
As part of federal ESSA requirements, the NHDOE is required to collect parent military status. This information is used when reporting how different groups of students performed on the state assessment (NH-SAS). The US DOE is implementing this requirement to ensure that students in military households are receiving an appropriate education. The US DOE wants to identify if the mobility of these families and the military status of the parents/guardians results in academic challenges for students, and if so, what supports may be necessary and appropriate to ensure these students are able to be successful in school.
Student level data is NOT shared with the US DOE. The state only sends aggregate counts to the US DOE for federal reporting purposes. For example, if 35 students with a military parent were proficient on the state assessment, only the total (35) is provided to the US DOE, not the specific students
How Do We Collect It
Parent Military Status is collected via a field in the BOY, MOY, and EOY Enrollment submissions. This information is required for all students, not just new registrations. The information should be requested from parents/guardians at least once per year, and will be reported in all three enrollment submissions (BOY, MOY, and EOY Enrollment). The Parent Military Status field should indicate if the student met any of the accepted values at some point during the school year.
The following codes are accepted in the Parent Military Status field (ParentMilitaryCd):
CODE | Description |
---|---|
1 | Parent Military Status does not apply for this student.

2 | Use this code if one or all of a student’s parents or legal guardians are Active Duty in the Armed Forces, and the remaining parents or legal guardians fall under code 1 and/or code 5 |
3 | Use this code if one or all of a student’s parents or legal guardians are Full Time National Guard, and the remaining parents or legal guardians fall under code 1 and/or code 5 |
