If a student is exited from a district with a withdrawal code W4, W1 and W12 and not re-entered by the other district with a proper exit and associated re-entry code, this anomaly can occur.

The Entry and re-entry code should match. For example, if a student has an W2 W4 exit code, but no R2 R4 re-entry record, we are unable to locate where the student went. A student with a W2 W4 exit in one record must have a subsequent R2 R4 re-entry in a second record.
