What Does it Mean

The student's original graduation year as entered in this submission does not match the student's original graduation year as reported in a previous enrollment submission.

Solution

Identify the school year when a student first entered 9th grade, then add three years to that school year.  That will be the student's original graduation year for their entire high school career.  A student's original graduation year DOES NOT CHANGE, except in very limited circumstances, as described further down in this document.

How to Calculate Original Graduation Year (OGY)

  1. Identify the school year when a student entered 9th grade for the first time.
    • Johnny entered 9th grade in 2017
  2. Add three years to that school year
    • 2017 + 3 years = 2020
  3. The resulting sum is the student's original graduation year
    • Johnny's OGY is 2020

Further Information

A student's original graduation year is determined when a student first enters high school, and is based on a four year graduation cohort. "Original graduation year" does NOT mean the year a student actually graduates, but rather the year a student is anticipated to graduate, based on four years of high school.

A student begins 9th grade in SY 2018-2019.  By adding three years to the student's 9th grade school year, you determine that the student's original graduation year is 2022.

2019 + 3 years = 2022

9th Grade - 2018-2019
10th Grade - 2019-2020
11th Grade - 2020-2021
12th Grade - 2021-2022

Once established, a student's original graduation year will remain static for the entirety of his/her high school career. If the student is retained one or more years, the original graduation year does not change. Likewise if a student is promoted to another grade level or graduates early, the original graduation year will remain unchanged.

A student's original graduation year follows the student if s/he moves between New Hampshire schools or districts. A student does not receive a new original graduation year when s/he enters a new school.

If a student first enters a New Hampshire public high school starting at a grade level higher than grade 9, calculate the original graduation year by adding the appropriate number of years to reach 12th grade based on a four year cohort.

A 10th grade student moves to New Hampshire from Ohio during SY 2017-2018.  Based on a four year cohort, the student is technically in year 2, which means you need to add only two years to the student's current school year to identify his/her original graduation year, not the three years you'd add if the student was in 9th grade.
       2018 + 2 years = 2020
This student's original graduation year is 2020.  On the cohort report, the student will be identified as a "Transfer In" student.

When Would a Student's Original Graduation year Change?

The only times a student's original graduation year might change are in the following situations:

  1. If an error was made in calculating the student's original graduation year when s/he first entered high school. The original graduation year can only be updated by the Department of Education, and will not be updated if it is not in error.
  2. If the student returned to a lower grade level after their initial enrollment in 9th grade. In this case, the next time the student begins 9th grade, their district will assign the student a new original graduation year based on their new graduation cohort.

Jordan enters 9th grade in 2018-2019, with an original graduation year of 2022.  It's determined at some point that Jordan is not yet ready for 9th grade, and the student is moved back to 8th grade for the school year.  In SY 2019-2020, Jordan re-enters 9th grade. The district will ignore Jordan's previous original graduation year and will assign the student a new original graduation year based on the student's new graduation cohort. 

       2020 + 3 years = 2023

Jordan's correct original graduation year is 2023, based on the student's new cohort.
