Criminal History Record Check Clearance Process

Prior to 11/1/2022 enrollment:

  • Prior to admission, the PEPP shall notify candidates of the PEPPs procedure regarding its
    criminal history records check clearance.

  • Please follow the directions below to receive your Criminal History Record Check Clearance.

  • Failure by a candidate to obtain a state board-issued criminal history records check clearance
    credential due to a finding shall result in a denial of a full admission into the PEPP’s program.

Preparation Program submits enrolled student’s name to Credentialing via Educator Information System (EIS)

When an institution adds a student to their PEPP, the endorsement gets tagged onto their Beginning Educator License (BEL) or Experienced Educator License (EEL) with no Issue Date and a Status of "Admitted Student". If the individual did not already have a BEL or EEL then a BEL gets put into the Credentials table with no Issue Date and a Status of "Unissued".

This listing is simply a placeholder while they complete their program which IS NOT a practice credential and will be removed if they drop out of the program.


Submit an application/fee to NH Department of Safety, Division of State Police, Central Repository for Criminal Records (NHDOS)

  • All questions about this part of the process (including fingerprinting) should be referred to NHDOS - Division of State Police - Criminal Records.

  • There are three types of locations offering fingerprinting (capturing fingerprint impressions by LiveScan is the preferred method as it is the most accurate way to capture fingerprint impressions):

    • AFIS/LiveScan Direct to Portal (fastest processing) - fingerprints are scanned and LiveScan tracking number provided directly to DOS

    • AFIS/LiveScan - fingerprints are scanned and a LiveScan tracking number is used for DOS to obtain the fingerprints, the applicant must mail the tracking number to DOS

    • Non-AFIS/LiveScan - fingerprints are manually obtained by ink and the applicant must mail the prints to DOS

  • You can make your appointment/submit the application/fee to the NHDOS using one of the options below:

This is the fastest of all options.

Department of Safety Portal Instructions:

 

  • Click on the box at the bottom certifying that you understand the process, and hit next.

  • Under Agency Selection select the following (Type of Agency: Education- Volunteer, Agency: Department of Education) from the drop down menus, then hit next:

 

  • Confirm your selection.

  • Fill out the remainder of the form with your personal information.

  • Schedule your appointment for fingerprinting.

  • Confirm your appointment and pay the associated fee.

  • Once you attend your appointment, you have completed the DOS process.

  • Schedule your fingerprint appointment:

    • AFIS/Live Scan - contact the location directly to confirm if appointment required, fill out the Live Scan Form provided at the location, and the officer doing the printing will enter a tracking number on the form. You must take this form with you to mail in with your DSSP 382 form.

    • Non-AFIS/LiveScan - contact the location directly to confirm if appointment required, you will take the ink fingerprints with you to mail in with your DSSP 382 form.

  • Fill out the DSSP 382 application completely. If using Inked fingerprints, you will pay the Volunteer rate. The form is located at the bottom of this section. Mail to DOS address at top of DSSP 382 form:

    • AFIS/LiveScan location - application/fee and LiveScan form with tracking number

    • Non-AFIS/LiveScan - application/fee and ink fingerprints

 

 

 


Submit an application/fee to NH Department of Education Bureau of Credentialing (NHDOE)

 

$100 Fee

  • Create a PDF front/back copy of your driver’s license/government issued ID and save this document to your device.

  • Create/Log into your myNHDOE account/Ed ID

  • From your EIS profile choose Online Applications and Test Evaluation Requests

  • Select Apply for a Criminal History Record Check Clearance. (Payment is due at the time of application).

  • Step 1: Choose the applicable type of clearance- PEPP STUDENT

  • Steps 2 through 4: verify your personal information including address, phone number, email, etc.

  • Step 5: carefully read and answer the application questions.

  • Step 6: upload required documents.

    • Select Choose File and select the document to upload. Then choose Document Type and Add File.

    • The status icons will turn to yellow once the required documents are uploaded, verify the Files to be imported, and select the required acknowledgement prior to moving on to the next step.

  • Step 7: completing the payment process.

    • Select Make Payment and you will be able to pay by debit/credit card (VISA/MasterCard only).

  • Step 8: the application is complete.

    • You will receive confirmation on screen and via email.

NHDOE processes clearance application

  • The NHDOE will process your Criminal History Record Check Clearance form and await notification from NHDOS of the completion of your Criminal History Record Release Form processing.

  • The NHDOE will review your Criminal History Record results for any convicted or pending disposition Section V violation offenses.

NHDOE notifies applicant of results

  • The NHDOE will either:

    • email an approval with a Criminal History Record Check Clearance document, or

    • email and mail a denial letter

Applicant provides notification to PEPP Program

  • Issued Criminal History Record Check Clearance documents are provided to PEPP advisor by the program candidate .

Renewal

  • Applicant must renew their Criminal Records Check Clearance every 3 years OR when entering a new PEPP program.

  • Applications for renewal are to be received by the Department of Education NO LATER THAN 60 days prior to the expiration of the previously issued clearance.

  • Follow the above directions at renewal time to submit for a new Criminal History Record Check Clearance.
