Statement of Eligibility (SOE) Requirements

 

An issued Statement of Eligibility informs a New Hampshire employer that you have met the minimum requirements to be hired in the role of the endorsement sought and begin the Site-Based Licensing Plan process.

General Information

Employment

  • A New Hampshire Senior Educational Official may hire a candidate who holds a Statement of Eligibility (SOE) to fill a position in the endorsement area for which they hold the SOE and continues employment while pursuing full licensure under an Intern Authorization.

 

  • An SOE is NOT an authorization for continued employment or a full license. A Beginning of Plan must be submitted/approved and an Intern Authorization issued for continued employment.

 

  • SOE’s are often not appropriate for long-term subs (more than 20 consecutive days/less than 1 year) or 1 year positions as the process is time/effort intensive and a plan will likely not be able to be completed during a long-term sub/1 year position.

Completing a Plan

  • An SOE is only valid for 3 years. If full licensure is not completed under an Intern Authorization for the endorsement of the SOE during this time, a new SOE must be applied for/issued.

 

  • While an applicant may apply for as many SOE endorsements as eligible to increase employment opportunities, once hired a candidate may only participate in one endorsement SBLP at a time.

 

 

  • Additional subject testing may be required while under an Intern Authorization for full licensure.

 

  • The Site-Based Licensing Plan (SBLP) process leads to the same license as completion of an approved educator preparation program and should be as rigorous.

Requirements for all SOE’s

Candidates applying for an SOE must:

  • hold at least a conferred Bachelor’s degree (some endorsements require advanced degrees), AND

  • have successfully met the Basic Academic Skills Assessment (if required)

  • Career and Technical Education Specialty Area endorsement requirements differ. Please see below for further information.

  • Meet specific endorsement requirements (see below)

To submit:

  • Application Instructions

  • Transcript(s) with registrar’s signature

  • Documentation of meeting Basic Academic Skills Assessment (if required)

  • Specific endorsement requirements (documentation required if applicable)

    • Experience: employer verified letter

      • “Experience” means full-time employment in a specific educator role, or equivalent to full-time, and does not include time in a role requiring a credential if the educator did not hold the required credential.

      • Educator experience used to qualify to utilize this pathway must have been in a jurisdiction that is subject to US education and special education laws and regulations. Such jurisdictions include any US state, US territories, and DoDEA schools.

    • Coursework and degrees: transcript with registrar’s signature

    • Test Scores: test score report with applicant’s identifying information

From your ETS-Praxis account, use the EPP Test Requirements link to display all tests available through ETS. For tests being used only to obtain an SOE that are not required for full licensure, do not choose NHDOE as a recipient of scores otherwise the test will not show up on the list. Instead, obtain a PDF of your test score report once available from ETS and upload the PDF to your myNHDOE/EIS account.

Career and Technical Education (CTE) Specialty Areas (SOE/CTESA)

Basic Academic Skills Assessment requirement:
If the Basic Academic Skills Assessment requirement has not yet been met:

Submit an experience letter documenting 3 years of full time experience in the area for which licensure is sought AND a copy of a current industry-recognized credential appropriate to the CTE specialty area in which licensure is sought and approved by the DOE.

NH Industry Recognized Credential List

Degree/Experience requirement:

  • Documentation of Bachelor’s degree or higher in the career and technical education-related area of the endorsement OR

  • Documentation of an Associate’s degree related to the CTE field of the sought endorsement AND documentation of 2 years of employer verified, full time work experience in the career and technical education-related area of the endorsement OR

  • Documentation of a completed a state-approved certification program related to the CTE field of the sought endorsement AND documentation of 4 years of employer verified, full time work experience in the career and technical education-related area of the endorsement OR

  • Documentation of a High School Diploma AND documentation of 6 years of employer verified, full time work experience in the career and technical education-related area of the endorsement.


Critical Shortage (SOE/SHORT)

School Counselor

  • Passed at least 2 college-level courses in counseling, OR

  • Passed Praxis 5422 Professional School Counselor (score 159) or comparable test

Master’s degree in School Counseling, Counseling, Mental Health, Psychology or Social Work by plan completion.

 

Reading and Writing Specialist

  • Passed at least 2 college-level courses in reading instruction/diagnostic assessment, OR

  • Passing scores on Pearson Foundations of Reading (score 240) or comparable test, AND

  • Must have at least 3 years of classroom teaching experience

Master’s degree in Literacy or related area by plan completion. Review full licensure requirements summary.

 

Blind and Vision Disabilities

  • Documentation of fluency in reading and writing in Braille, AND

  • Passed at least 2 college-level courses specifically in the specialty area of Blind and Vision Disabilities, OR

  • Passed Praxis 5282 Special Education: Teaching Students with Visual Impairments (score 163) or comparable test

Chemistry (7-12)

  • Passed at least 2 college-level courses in chemistry, including a laboratory experience, OR

  • Passed Praxis 5246 Chemistry (score 146) or comparable test

Comprehensive Family and Consumer Science

  • Passed at least 1 college-level course in at least 2 of the program areas: Human Growth and Development, or Early Childhood, or Parenting Family or Interpersonal Relationships Consumer and Resource Management Foods, Nutrition, or Wellness, OR

  • Passed Praxis 5123 Family and Consumer Science (score TBD) or comparable test

Computer Science

Computer Science includes algorithms, computing innovations/emerging technologies, programming, data/analysis (encoding, compression, encryption, computational tools), computing systems and networks (hardware/software, program execution, local/network/cloud computing and storage), and cybersecurity.

  • Passed at least 2 college-level courses in computer science, OR

  • Passed Praxis 5652 Computer Science (score TBD) or comparable test

Deaf and Hearing Disabilities

  • ASL proficiency as described by American Sign Language Teachers’ Association Area 1, “Signing” and “Attending,” OR

  • ASL mastery equivalent to proficiency Level 3 as described by Gallaudet University’s ASL Proficiency Interview Diagnostics, AND

  • Passed at least 2 college course in the area of Deaf and Hearing disabilities, OR

  • Passed Praxis 5272 Special Education: Deaf and Hard of Hearing Students (score 160) or comparable test

Early Childhood Education (N-3)

  • Passed at least 1 college-level content course each in Mathematics, English, Social Studies and Science

Early Childhood Special Education Teacher (N-3)

  • Passed at least 2 college courses in Special Education and passed at least 1 college course in Reading Instruction and 1 college course in Developmental Psychology, OR

  • Passed Praxis 5692 Special Education: Preschool/Early Childhood (score 159) or comparable test, OR

  • Hold valid endorsements for Special Education Teacher AND Early Childhood Education on a valid Beginning Educator or Experienced Educator License

Emotional and Behavioral Disabilities

  • Passed at least 2 college-level course specifically in the specialty area of Emotional and Behavioral Disabilities, OR

  • Passed Praxis 5372 Special Education: Teaching Students with Behavioral Disorders/Emotional Disturbances (score 154) or comparable test

Full licensure in Special Education Teacher required.

English (5-8)

  • Passed at least 2 college-level courses in English, OR

  • Passed Praxis 5047 Middle School English Language Arts (score 164) or comparable test

English for Speakers of Other Languages

  • Passed 1 college-level course in language acquisition/development and 1 English as a Second Language college-level course, or 2 college-level courses in the same foreign language, OR

  • Documentation of competence in reading, writing, and speaking a foreign language at a minimum level of Intermediate High according to the 2012 ACTFL Proficiency Guidelines, OR

  • Passed Praxis 5362 English to Speakers of Other Languages (score 155) or comparable test

  • AND for foreign language native speakers: Documentation of English Language Competence through local evaluation (please contact our office for additional information)

Health Education

  • Passed at least 1 college-level course in at least 2 of the program areas:
    Substance use and abuse
    Injury and violence prevention safety
    Healthful eating and nutrition concepts
    Family life and healthy relationships
    Comprehensive sexuality education
    Behavioral and emotional health
    Personal, community, and consumer health, OR

  • Passed Praxis 5551 Health Education (score 155) or comparable test

Intellectual and Developmental Disabilities

  • Passed at least 2 college-level courses specifically in the specialty area of Intellectual and Developmental Disabilities, OR

  • Passed Praxis 5322 Special Education: Teaching Students with Intellectual Disabilities (score 156) or comparable test

Full licensure in Special Education Teacher required.

Life Science (7-12)

  • Passed at least 2 college-level courses in life science, including a laboratory experience, OR

  • Passed Praxis 5236: Biology (score 154) or comparable test

Mathematics, Middle Level (to Algebra I/Integrated I)

  • Passed at least 2 college-level courses in mathematics, at least 1 of which is a college algebra course or comparable course, OR

  • Passed Praxis 5164 Middle School Mathematics (score 157) or comparable test

Mathematics, Upper Level (Pre-Algebra to AP Math)

  • Passed at least 2 college-level courses in mathematics, at least 1 of which is a calculus course or comparable course, OR

  • Passed Praxis 5165 Mathematics: Content Knowledge (score 159) or comparable test

Music Education

  • Passed at least 2 college-level courses in music, OR

  • Passed Praxis 5113 Music: Content Knowledge (score 161) or comparable test

Physical Education

  • Passed at least 2 college-level courses (full semester - comparable to a 3 credit course) in physical education, OR

  • Passed Praxis 5095 Physical Education: Content and Design (score 169) or comparable test

Physical Science (7-12)

  • Passed at least 2 college-level courses in physical science (1 chemistry and 1 physics), including a laboratory experience, OR

  • Passed Praxis 5246 Chemistry (score 146), OR 5436 General Science (score 141), OR 5266 Physics (score 145) or comparable test

Physics (7-12)

  • Passed at least 2 college-level courses in physics, including a laboratory experience, OR

  • Passed Praxis 5266 Physics: Content Knowledge (score 145) or comparable test

Special Education Teacher

  • Passed at least 2 college-level courses in special education, OR

  • Passed Praxis 5354 Special Education: Core Knowledge and Applications (score 151) or comparable test

Specific Learning Disabilities

  • Passed at least 2 college-level courses specifically in the specialty area of Specific Learning Disabilities, OR

  • Passed Praxis 5383 Special Education: Teaching Students with Learning Disabilities (score 151) or comparable test

Full licensure in Special Education Teacher required.

World Languages Teacher:

French, Spanish

  • Passed at least 2 college-level courses in the corresponding endorsement area language, OR

  • Passed the corresponding language 5174 French: World Language (score 162), 5195 Spanish: World Language (score 168), or comparable test


Elementary Education (K-6) and Early Childhood Education (N-3) (SOE/EEECE)

  • Passed at least 2 college-level content courses each in Mathematics, English, Social Studies and Science


Elementary Education (K-8) (SOE/EEK8)

  • Passed at least 2 college-level content courses each in Mathematics, English, Social Studies and Science and at least 3 additional college-level content courses for a concentration of coursework in one of those areas


New Endorsements (5 years from effective date of a new endorsement rule) (SOE/NEWEND)

Currently there are no NH endorsements that meet this criteria.


Teacher, Specialist, Administrator Endorsements (SOE/CLGCRS)

SOE/CLGCRS is not available for:

  • Assistant Principal

  • Principal

  • District Administrator

  • Assistant Superintendent

  • Superintendent

Requirement for all endorsements:

  • Passed 15 college-level credits in the endorsement area

  • Career and Technical Education Principal: must have at least 5 years of experience as a teacher, educational specialist, instructional specialist, or administrator

  • Curriculum Administrator: must have completed at least 3 years of successful full-time classroom teaching experience - review full licensure requirements summary.

  • Elementary Mathematics Specialist (K-6): must have completed at least 3 years of successful full-time classroom teaching of mathematics within grades PK-6 and hold a valid experienced educator endorsement (EEL)

  • Library Media Coordinator: must have completed at least 3 years of successful full-time library media specialist experience

  • Reading and Writing Teacher: must have completed at least 2 years of successful full-time classroom teaching experience

  • Reading and Writing Specialist: must have completed at least 3 years of successful full-time classroom teaching experience - review full licensure requirements summary.

  • School Counseling Director: must have completed at least 3 years of successful full-time experience in the field of school counseling and hold a current NHED licence for School Counselor

  • School Counselor: Master’s degree in School Counseling, Counseling, Mental Health, Psychology or Social Work by plan completion.

  • School Psychologist:

    • Valid current professional license as a Psychologist, Independent Clinical Social Worker (LICSW) or Clinical Mental Health Counselor (LCHMC), OR

    • Enrolled in a graduate program leading to PhD, CAGS, Educational Specialist or Master’s in School Psychology

  • School Social Worker: Master’s degree in School Social Work or Social Work by plan completion.

  • Special Education Administrator: must have completed at least 5 years of successful full-time special educator or related experience (providing special education services to special education students) - review full licensure requirements summary.

    • experience includes special education teacher, early childhood special education teacher, school psychologist, blind and vision impairment, deaf and hard of hearing, specific learning disabilities, intellectual and developmental disabilities, physical and health disabilities, and emotional and behavioral disabilities.

  • Specialist in Assessment of Intellectual Functioning (SAIF): Competency and skill in:

    • Translating referral questions and concerns into a set of assessment procedures that follow Ed 1107 and 20 U.S.C. 1400;

    • Administering, scoring, and interpreting assessments of individual intelligence and cognitive processing, assessments of academic achievement, and assessments of functional achievement;

    • Conducting a test session with sufficient proficiency to ensure fluent administration and adding meaningful clinical observation concerning the test session, as well as having sufficient expertise to reflect on the student’s performance and its implication for further assessment;

    • Integrating background information and assessment results into a description of how the child learns;

    • Developing appropriate recommendations based upon assessments and best practices.
