Out-of-State Applicant

For applicants with approved educator preparation programs and/or educator licenses from out of state (any state of the U.S., the District of Columbia, the Commonwealth of Puerto Rico, a Trust Territory of the Pacific Islands, the Department of Defense Education Activity, or any territory or possession of the U.S)

 

Pathways

Option 1: Approved Educator Preparation Program Out of State (AEPPOS)

Completed an approved educator preparation program out of state for each endorsement sought:

  • within three years of date of application, or

  • if program completed more than three years prior to application, with documentation of licensure in the endorsement from the same state the program is located in that has not been expired for more than 3 years prior to the date of application

  • Check to see if your out of state program is reciprocal. Further questions should be directed to the institution of your program.


Option 2: Demonstrated Competencies - Experience under an Out-of-State License (DCEX)


  • ever held a NH full license (Beginning or Experienced) with the endorsement sought that is currently expired. Instead, please apply for a DOE Renewal and submit professional development. If you are unsure if you have ever held a full license in NH, please submit a Credentialing Help Desk request to confirm before submitting an application. Once you have renewed your license, you can then apply for any new endorsements via reciprocity if eligible.

  • have not completed an approved educator preparation program OR do not have 3 years out of the last 7 years’ experience under a full, valid educator license issued out-of-state. Instead, please review the other pathways to licensure to determine eligibility.

  • have only completed an educator program in a foreign country or only hold a license in a foreign country or only have experience in a foreign country. Out-of-State reciprocity is only for any state of the U.S., the District of Columbia, the Commonwealth of Puerto Rico, a Trust Territory of the Pacific Islands, the Department of Defense Education Activity, or any territory or possession of the U.S. To apply for NH licensure with foreign credentials, please review the Site-Based Licensing Plan and Foreign Transcript/Credential Evaluation Information.

 

What is Reciprocity?

Reciprocity:

  • This means NH will accept either another state’s approved educator preparation program in lieu of a NH educator preparation program OR a full license with specific experience.

  • Reciprocity does not mean an educator license from another state is automatically exchanged for a license in NH or that you can be employed in NH while holding only an out of state license.

Only full licenses are reciprocal in NH.


The endorsement area of the license also needs to be comparable to one of NH’s available endorsements.

AEPPOS

How do you document an approved educator preparation program?

  • Check your official transcript for a program verification statement already listed. The program verification must state you completed a state or other approved program (NCATE, CAEP, TEAC, for example), the subject/grade level, and that you were recommended for licensure.

  • If your transcript does not already include program verification, please submit an official statement from the preparing college/university verifying completion of an approved educator preparation program, including licensure area and grade level recommended. This verification must be in the form of an original letter from the Chairperson of the Education Department, the Certifying Officer, or other person of authority who can speak for the programs at the institution.

  • Program verifications from online institutions must be provided for the state in which the online program is considered an approved program.

  • Please also submit copies of any test score reports and out-of-state licenses you may have available. Approved preparation program completers are not required to submit documentation of obtaining licensure in the other state, however a full out-of-state license may meet the Basic Academic Skills Requirement.

  • Program recommendations are only valid for 3 years from the institution’s recommendation date. If your institution recommended you more than 3 years ago, you are only eligible for this pathway if you can provide a copy of license from the same state you completed your program in that has not been expired for more than 3 years prior to the date of application.


DCEX

How do you document 3 out of the last 7 years’ experience under a full, valid out-of-state educator license?

  • Please submit official transcripts and experience letters from employers documenting each year within the last 7 years (subject, grade level and or assignments). Substitute, paraeducator and volunteer experiences do not meet this requirement.

  • Please also submit copies of any test score reports and out-of-state licenses you may have available.


Expired NH License

  • If you have already held a NH educator license (in endorsements other than the endorsement currently sought), which is currently expired, there are additional steps needed to apply for a new endorsement.
