Site-Based Licensing Plan (SBLP) Overview

After meeting initial requirements to become employed in New Hampshire as an educator, this pathway allows 3 years to meet all NH licensing requirements while working under an Intern Authorization.

 

Statement of Eligibility

An issued Statement of Eligibility informs a New Hampshire employer that you have met the minimum requirements to be hired in the role of the endorsement sought and begin the Site-Based Licensing Plan process. Learn about obtaining a Statement of Eligibility (SOE).

Once you have obtained an issued Statement of Eligibility and employment with a New Hampshire PK-12 employer in the role of the endorsement sought, use the resources below to prepare your plan for submission.

CTE Specialty Area Site-Based Licensing Plans are only authorized with employment at a NH CTE Center.
Ed 505.05 (c) SOE credential holders shall be employed in a New Hampshire school in the role of the endorsement that allows them to learn and demonstrate the professional education standards enumerated in Ed 505.03, if applicable, and the endorsement requirements enumerated in Ed 506 through Ed 508.

Evaluate competencies

Use the appropriate competency assessments sheets to determine which competencies you have met and which competencies you must still meet during your plan.

Complete your plan submission

  • Use the BOP signature page and IPDP form to submit your competency sheets and documentation to your employer.

  • Use the Activity Log during your plan to document your competencies met with Meeting, Observation, Professional Reading, Webinar and submit with your End of Plan.

  • Be prepared: If you have already held a NH educator license, which is currently expired, there are additional steps needed to apply for a new endorsement when your End of Plan is completed. Please use the instructions to Obtain a New Endorsement with an Expired License.

  • Special Education Administrator candidates: the Special Education Administrator Supplemental BOP Signature Page is required for those only coordinating at the school/district/SAU level but not in the role of the SAU Special Education Administrator/Director and available on the Competency Assessment page.

Amendments, requests to transfer an Intern Authorization, and End of Plan Signature Pages may only be submitted after your Intern Authorization has been issued.
