Site-Based Licensing Plan Processing

Beginning next week the Bureau of Credentialing will be implementing some minor changes to the Educator Information System (EIS) user interface to facilitate the processing of Site-Based Licensing Plan (formerly Alt 4 and Alt 5) Beginning of Plan (BOP) and End of Plan (EOP) documents by your central office staff. These changes are primarily in the category of ‘look and feel’ rather than ‘process’.

The most notable change is that we have combined the “Uncertified” tab (used to submit BOPs) and the “Upgrades” tab (used to submit EOPs) into a single tab called “SBLP”. Now you and your staff will be able to follow an educator all the way from “Employed w/o an SOE” to submitting the BOP, through the Intern Authorization phase to submission of the EOP and then the final issuance of the license all on one screen.

We have also added a “hideable” explanation window as a prompt for newer (or infrequent) users (click to enlarge).

 

Because these enhancements involve a significant amount of programming code changes we will implement the enhancements in stages. We are starting with the changes mentioned above which cover the BOP process and which go live on Monday morning. We have temporarily put a pause on submission of EOPs to give us a chance to finalize the next set of code changes and to test those changes before putting them into production.

 

The other significant aspect of these changes is the implementation of timelines as established by the State Board of Education for the Site-Based Licensing Plan pathway. This directly affects the educator in that the candidate must pay the BOP review fee ‘before’ we review it rather than after the fact. When you submit a BOP the candidate will receive an email indicating that the plan has been submitted and directing her/him to log into EIS to pay the fee. She/he will have five days in which to pay the fee or the plan will be returned to the SAU.

 

Additional enhancements are in the works to facilitate your work with educator credentials as well. We will communicate further as these enhancements are developed.
