How to Report Foreign Exchange Students

Problem

There are two types of foreign exchange students:

  1. Students entering your district from a foreign country as part of an exchange program

  2. Students leaving your district to go to a foreign country as part of an exchange program

Both types of exchange students are reported in their own way.

Solution

For students entering your district from a foreign country as part of an exchange program, use Enrollment Status 27.  This enrollment status indicates the student is not a New Hampshire student, and will remove the foreign exchange student from calculations of accountability.  Enrollment status 27 students are also not required to take the NHSAS or SAT when enrolled in those testing grades.

  • Any student attending public school in NH must be assigned a SASID, including foreign exchange students.

  • Foreign exchange students should always be reported as “parent paid” (town of responsibility 990, district of responsibility 930) in all enrollment reports.

  • Foreign exchange students should be exited with exit code 4 on the last day of the school year

    • If the student is a 12th grader, and the last day of school for 12th grade is 6/12, the foreign exchange student should be exited on 6/12 with exit code 4 in the end of year Enrollment submission)

 

Foreign exchange students are not residents of New Hampshire and therefore are not eligible for adequacy aid. This is why they are not reported as the responsibility of any NH municipality or district.

 

For students leaving your district to go to a foreign country as part of an exchange program

  • If the student is taking part in a full year or partial-year exchange that prevents them from starting the school year in their New Hampshire school:

    • The student should be reported in the Summer Grads and Withdrawals submission as Withdrawal Type 1 (summer withdrawal) and Exit Code 4 (student has left the state)

    • DO NOT include the student in the Enrollment submission unless or until the student returns to the district during the school year

      • If the student returns to the district during the school year, use Entry Code 4 to include the student in the Enrollment submission

 

  • If the student is taking part in a partial-year exchange where they WILL start the school year in their New Hampshire school:

    • Report the student in your Enrollment submission as you would any other student

    • When the student leaves to participate in their foreign exchange program, withdraw the student with Exit Code 4

    • If the student returns to New Hampshire during the same school year, use Entry Code 4 to re-enter them in the Enrollment submission upon their return

      • The student would have two records in the Enrollment submission:

        1. Their initial enrollment until their withdrawal to go on foreign exchange, and

        2. Their re-entry into the district after completing their foreign exchange program.
